ST. LOUIS COUNTY — The St. Louis Economic Development Partnership will hire a planning firm to help it identify large-scale sites in Kinloch for redevelopment.
The partnership’s board of directors approved the $65,000 contract with PGAV on Wednesday with the goal of bringing warehouse development — and new jobs — to Kinloch while also eliminating dumping sites that have plagued the city and other north St. Louis County municipalities for years.
Rodney Crim, the partnership’s CEO, said officials have stopped one major dumper — who reportedly was charged with felonies — and that four cameras have been installed to help police identify and catch others.

Officials are also trying to persuade local contractors to donate their time or equipment in clearing other sites that dumpers have used, Crim said.
PGAV was the only company to respond to the partnership’s request for proposals. But partnership staff told the board that the response still met the criteria and needs for the project.
The St. Louis County Port Authority provided the funding for PGAV’s contract.
