A seven-story, $29 million apartment building might replace a parking lot in the DeBaliviere Place neighborhood in St. Louis just north of Forest Park.
Proposed are 165 apartments wrapped around three floors of parking at 5510 Pershing Avenue. The site, currently a parking lot, is owned by an affiliate of Asprient Properties of St. Louis.
The St. Louis Preservation Board voted Monday to approve Asprient’s project, subject to review of the developer’s final plans. Board approval was required because the site is within the city’s Central West End Historic District, which covers an area north and east of the park.
As part of the design by Klitzing Welsch Associates, the building would have an exterior of brown and red brick, stone banding elements and fiber cement panels of gray and off-white. The city’s Cultural Resources Office noted that the building would be larger than its immediate neighbors but would still be compatible with other apartment buildings on Pershing.

The site is on the south side of Pershing between Union and DeBaliviere avenues.
Joe Klitzing, a principal of the design firm, told board members the building’s garage would have more than 270 parking spaces, compared with 150 on the current parking lot.
Nearly directly across Pershing is the site of another Asprient project, also designed by Klitzing Welsch.
In May, the Preservation Board approved plans for a five-story building of 117 apartments on the site of a swimming pool and tennis courts at 5539 Pershing. Asprient recently acquired the site from an affiliate of Mills Properties. Plans for that project include building materials and a contemporary design similar to the latest proposal.
Sid Chakraverty, an Asprient principal, attended the board meeting Monday. He said afterward that he was unable to provide further details of either project immediately.
Asprient is no stranger to the neighborhood. Among its properties is a trio of connected, nearly century-old apartment buildings just west of the parking lot targeted for new construction.
